Government opens consultation on Chornomorsk terminal concession

Reed Intel Desk · 2026-04-01 · 4 min

Ukraine's Ministry of Infrastructure opened a public consultation in April 2026 on granting a 35-year concession for the Chornomorsk State Terminal — the largest state-operated grain handling facility at the Chornomorsk port complex. The consultation invites comments from market participants ahead of a formal tender process expected to begin in Q3 2026. Three international terminal operators have publicly expressed interest: DP World, Euroports, and Terminal Investment Limited (TIL, a subsidiary of MSC). Each has submitted expressions of interest to the Ministry of Infrastructure. The concession would transfer operational control and investment obligations to the winning bidder while the state retains ownership of the land and quay structures. The concession model is the same framework used for Ukraine's Olvia port concession awarded to QTerminals in 2021 — a transaction that generated significant investment commitment but has had limited implementation due to the conflict.
